Forest Management

Forest management and operating plans and spatial planning projects for public properties have as main objective the land use planning and profitability of forest estates making a rational and sustainable management of their natural resources. The quality of forest management inevitably involves consideration of the different functions of forested areas. The forest is really a country's infrastructure, so it is necessary to have tools that facilitate this multi-functional management following sustainable criteria.

Catalonia there are planning instruments at different levels of detail for different areas that allow planning the forest areas. Depending on the surface area to plan according to the degree of technical definition of management we can classify, from greater to smaller areas and from les to more planning detail, the following documents: General Plan on Forest Policy, Spatial planning of forest resources and forest management instruments (Forest land use projects, Technical plans on management and provement of forest areas, Simple forest management plans) and other similar plans (Framework Plans for the Barcelona Provincial Council).

The basic instrument for planning are the Spatial plans of forested areas, whereby performances of forest management are organized in space and time, taking into account all the constraints of the environment and the importance of externalities, and making the objectives of the owners and the demands of society economically and environmentally viable.

The forest land use has become in recent years a particularly effective instrument to carry out the forest policy of the Catalan government in public forests with the purpose of:

  • Develop forest planning and ensure its linkage with regional spatial planning and urban planning
  • Strengthen the management and use of public forests and adapt the planning of recreational use of forest lands

Traditionally the planning of forest land has partnered with the aim of increasing forestry production under the principles of persistence of the forest mass, a sustained performance and its maximum utility. However, currently the low yield of wood products and the interest of society on other non-productive uses (conservation, recreation, landscape, habitat improvement, etc...). has led to a change in the methods of organization, providing more flexibility in planning and more sensitivity to the natural environment.

Forest management of public forests is based on two types of technical documents: Forest land use projects (Projectes d'ordenació forestal, POF) and Technical plans on management and improvement of forest areas (Plans tècnics de gestió i millora forestal, PTGMF) or, in the case of land areas under 25 hectares, the Simple forest management plans (Plans simples de gestió forestal, PSGF).

Article 14 of the Regional Law 6/1988, de 30th of March, regarding forests in Catalonia, and the Article 33 of the Law 43/2006 of 21st November, regarding mounts, establish that public forests should have Land use or equivalent management tool, such as Technical plans on management and provement of forest areas, and these must be approved by the forestry Administration.
