Environmental audits

Carrying out a local environmental audit is the first step in the Local Agenda 21 process,  that begins when a municipality takes the political decision to be part of this process towards sustainability. At this point an agreement between the City Council and the Regional Administration (the Diputació in the case of Catalonia) is made to develop a local environmental audit.

The local environmental audit consist broadly of three phases in which they need the intervention of experts, technicians and citizens, through the participation workshops.

  • The 1st stage focuses on gathering information from the municipality to get an overview of what their general condition is and to identify the most important aspects.
  • The following step is to write a diagnosis (Stage 2) with a detailed analysis of each of the aspects studied from the information collected.
  • In the 3rd stage and environmental action plan is produced, defining the main areas the municipality needs to focus and specific actions to be carried out to improve those areas.

Citizen participationis essential throughout the audit process to ensure that the initiatives and actions that can come out of it are in accordance with the reality of municipality and agreed with the greater number of citizens/stakeholders and economic agents involved.

From all this process a document will be put together with which the municipality can work and carry out the actions proposed in order to improve progressively the quality of life for all citizens and creating a more sustainable environment.

Within this context ECAFIR, S.L. also conducts surveys of municipal activities, which are intended to provide information needed to Councils on existing activities in the municipalities subject to administrative intervention, provided that they can make appropriate decisions and initiatives to manage properly and to apply to other municipal activities. The surveys are useful tools stop activities:

  • Identify, classify and map locating all the activities that take place in a municipality.
  • Disposal information to carry out sustainable land uses planning and develops possible measures for economic promotion (boosting trade, sanitary control of food handling activities...).

The core content of a census of activities is a database containing general information (name, address, annex, classification code ...), legal and administrative (data licensing, monitoring ...) and techniques (on fire, trade ...) of each of the activities, which are carried to term on the software GIA (Gestor de Información de Actividades).This database is performed by a cast of records available to theCity Council and the corresponding fieldwork, checking for the activities inventoried and adding others that have not been previously detected.

Associated with this database, and using a GIS (Geographic Information System) system, cartographic information related to the same is created, which includes the location of all activities.
