Landscape and Visual Impact Assessments

Landscape and Visual Impact Assessments (EIIP, abbreviated in Catalan) are instruments provided by the Landscape and Land Use Planning Law of Catalonia that aim to promote a good integration of activities in the landscape. Specifically, the Decree 343/2006 of 19th of September, which develops the Law 8/2005 of 8th of June on protection, management and planning of the landscape of Catalonia and which regulates the studies and reports on landscape impact and integration, establishes the aim and purpose of the Landscape and Visual Impact Assessments (EIIP), determines the cases in which these are mandatory and describes their basic contents.

The purpose of the Landscape and Visual Impact Assessments (EIIP) is to consider the consequences on the landscape of executing certain actions, construction works or activities, and present the criteria adopted for their integration.

According to Article 20 of the Decree 343/2006, the Landscape and Visual Impact Assessments (EIIP) is required in the three following cases:

  • those actions, uses, activities and new constructions on rural areas that need to be authorized by the procedure laid down in Article 48 of Legislative Decree 1/2010 of 3rd of August, approving the Revised text of the Llei d'Urbanisme (Land Use Planning Law)
  • in the event that this is required by urban or regional planning
  • all the other cases in which it has been established in any other Law or general regulation

The content of the Landscape and Visual Impact Assessments (EIIP) should include a description of the state of the landscape, the main characteristics of the project and criteria and measures adopted as for landscaping.
